Default media quality per organization

Organizations now have a default media quality setting that takes effect automatically across the product.

• Set a default media quality for your organization once, and it will be applied whenever encoding or DRM is requested unless you explicitly choose a different quality for that request.
• This removes the need to specify a quality on every job and keeps encoding and delivery consistent across your team.
