Exception alerting in the streaming processing pipeline

The stream processing pipeline now emits structured alerts on unhandled exceptions, with enough context to identify the affected job, partition, and event class.

What this means for customers:

• Faster response times — any processing exception is surfaced to the on-call team immediately, so issues are addressed quickly when they occur.
• Better ownership — alerts are tagged with environment and component, routing to the right team automatically.
