Per-channel payment sessions for Cloud Playout

Cloud Playout channels are billed per channel, and you now see and pay the prorated cost upfront when you add a new one.

• Every new channel purchase is charged a prorated amount for the remainder of the current billing cycle, so you only pay for the time you actually use that channel.
• Cloud Playout has a channel limit, and any channels you add beyond the first free one will continue to be billed each cycle from then on.
• To stop being billed for extra channels, reduce your channel count back down to the initial one free channel.
